Stewardship Team – Region 6

Project Description

PROJECT DESCRIPTION

 

         I.  Overview.  The Project Manager (The Colville Community Forestry Coalition) will work with the Regional Forester for Region 6, using the finalized Regional Guidelines for what is now being called ÒIntegrated Resource ContractingÓ (IRC), to clarify the specific application recommendations from the Region for on-the-ground IRC projects. The Project Manager will develop close ties with all of the Forest Supervisor Offices in Region 6 for the purpose of coordinating the needs of each Forest, relative to stewardship contracting (now IRC), with the expertise of the Stewardship Team.  The Project Manager will communicate to the local SupervisorsÕ Offices and the District Rangers throughout the Region that the Stewardship Team is available for consultation for the benefit of US Forest Service contracting officers, timber sales officers, procurement officers and ecology officers regarding IRC processes. 

 

         A. Forest Service Contracting Officers: The Project Manager will work with the Regional Monitoring Team from the regional Stewardship Pilot Projects to develop a list of qualified US Forest Service stewardship experts who successfully performed under the Pilot Projects.  These experts will be categorized as to their particular level of expertise in order to be matched with the specific needs at the local Forest level.  The Project Manager will meet with each of these experts.

 

         B.  Private Contractors:  The Project Manager will also develop a list of private contractors who successfully bid and performed on the Stewardship Pilot Projects as identified by the Regional Monitoring Team.  These experts will also be categorized as to their contracting and performance expertise in order to provide Òhands-onÓ education for the local contractors at the Forest level.  The Project manager will meet with each of these contracting experts.

 

         C.  Community Collaboration:  The Project Manager will meet with the representatives of successful community collaborative efforts from within the region to develop a Òoperational model for community collaborationÓ that can be used at the local level whenever a Stewardship Project (IRC) is proposed within a Forest.  Qualified representatives from the successful community collaborative efforts will be available to provide their expertise to local communities involved in a Stewardship Project.

 

         D.  Fiscal Expertise:  The Project Manager will work with the Regional Monitoring Team to identify several ÒFiscal AdministratorsÓ that will be available to future Stewardship Projects (IRC) in order to provide expertise for compliance with federal fiscal requirements.  Expertise will also be provided to the community collaborative group and private contractors from the knowledge-base from the Pilot Stewardship Projects regarding the Òbusiness and managementÓ of Stewardship Projects.

 

         II.  Implementation of the Stewardship Team:  Whenever a Stewardship Project (IRC) is proposed within Region 6, the Project Manager will meet with the local US Forest Service Project Development Team and solicit their requests for on-the-ground expertise from the Stewardship Team.  The Project manager will contact the appropriate ÒexpertÓ from the Stewardship Team and facilitate the initial meeting with the Project Development Team.  The Project Manager will also contact the qualified local contractors within the area where the Stewardship Project (IRC) is proposed and solicit their needs for expertise in the area of IRC bidding and performance.  The Project Manager will facilitate the meeting of the local contractors and the appropriate contracting ÒexpertiseÓ.  Similarly, the Project manager will arrange for the appropriate consultation for the community collaborative group in the local community.

 

III.  Oversight, fiscal Management and Reporting:  The Colville Community Forestry Coalition will provide the fiscal administration and reporting for the Project.  Reports will be delivered quarterly to the Regional Forester.  Oversight of the Project will be done through cooperation with the  Regional Forester of Region 6.
