Project Executive Summary
June 19, 2003
The Colville Community
Forestry Coalition will act as the Project Manager for a collaboration between
the US Forest Service, Private Contractors and Community Groups to ensure that
Stewardship Contracting Projects within Region 6 are planned and implemented at
the highest level of competency.
The knowledge learned from the Northwest Regional Stewardship Pilot
Projects will be brought to the local Forest level through this Project. The Regional Forester will ensure that
the Guidance Documents are followed in this Project.
US Forest Service Contracting, Timber Sales, Procurement and Ecology Officers throughout Region 6 will be provided expertise as needed and as requested from the Stewardship Team. This expertise will be made available at the local forest level for the number of days needed to provide the necessary guidance to the Forest Service Officers.
Local Private Contractors will be provided the expertise they need in order to adequately bid upon Stewardship Contracts and to perform the same. This expertise will also be provided on the ground and for whatever time is needed to deliver the contracting skills.
Community Collaboration on Stewardship Projects will be encouraged by an experienced community facilitator and will follow an Òoperational model for community collaborationÓ that has been extremely successful in the Colville National Forest communities.
Business and fiscal expertise will be provided to the local community group and to private contractors to ensure that federal rules and business standards are followed.
The Colville Community Coalition will monitor and evaluate this project and report quarterly to the Regional Supervisor. The fiscal management of the funds will also be performed by the Colville Community Forestry Coalition.
