PROGRAM INFORMATION:
What is (are) the
primary natural resource issue(s) that you are attempting to address? What is your main purpose? Conflicts
over forest resources in this geographical area have resulted in many years of no
management of the already logged and roaded federal forests that are now overstocked, prone to disease
and wildfire and in need of treatment.
The restoration of forest health, including forest productivity, fuels
reduction and forest wildfire protection, as well as the enhancement of
wildlife, hydrology, and recreational values within the forest all hinges upon
the introduction of a Òconflict resolutionÓ process in the area. The main purpose of the Panhandle Forest
Coalition is to provide the forum and the process and the mechanisms for
problem resolution in the context of local forest resources. The
sustainability of rural community economic vitality based upon the restoration
and utilization of forest resources has lead to strong support for this project
from the business community.
What do you consider to be your greatest organizational and technical
need(s) right now? A) The organization of the loose
knit group of individuals that have a common understanding of the forest needs
into a formalized organization with formalized processes in order to address
these forest needs in a collaborative and concentrated effort. b) The formation of the board of
directors from the general Coalition membership, a training session for the
board, and the application for 501 (c)(3) status including legal and filing
fees; c) The facilitation of the initial work Project(s) with the Panhandle
Forest Coalition and the National Forest to bring the qualities of
collaboration to bear on a real project as soon as the requisite trust has been
developed within the Coalition. (f)
Long distance phone charges, travel expenses and conference attendance; (g)
Incidental hard expenses, such as postage, copying, meeting rooms, etc.
What kind of financial
support have you already received or do you expect to receive, if any? It is
anticipated that the conservation community will contribute $1,000; that the
timber industry will contribute $4,000 and that the National Forest will
contribute $2,500 as matching funds for this project. Some of these funds are committed to work already performed
in the initiating efforts to form the Coalition.
Program Location (Forest, District, State, Site): The
Panhandle Forest Coalition will operate within the Idaho Panhandle National Forest, preliminarily restricted to
the Coeur dÕAlene district. There
has been interest and involvement from individuals and organizations from
beyond this immediate district who hope for similar efforts within their respective
regions.
